A high-level summit, the 2026 Shanghai-Hong Kong Entrepreneurs Roundtable, was grandly held, bringing together political and business leaders from Shanghai and Hong Kong to discuss a new overseas expansion landscape for the 15th Five-Year Plan period.

It aims to implement national plans for high-standard opening-up outlined in the 15th Five-Year Plan, leverage the respective strengths of Shanghai and Hong Kong, and deliver full-chain professional services to support enterprises going global.

Cai Guanshen, President of CGCC, and Zhang Feng, Deputy Director of the United Front Work Department of the CPC Shanghai Municipal Committee, delivered opening remarks respectively. Chen Tong, Member of the Standing Committee of the CPC Shanghai Municipal Committee and Director of the United Front Work Department, addressed the audience. Chan Pak-li, Deputy Secretary for Commerce and Economic Development, and Li Suk-ching, Assistant Director-General of Invest Hong Kong, together with Li Chenhao, Secretary of Baoshan District Party Committee, and Wang Huajie, Secretary of Songjiang District Party Committee, gave thematic presentations. Nearly 200 representatives from industrial, financial and professional service sectors of both cities attended the event, highlighting its high standard and pragmatic positioning.

Focus on Full-Chain Global Expansion to Resolve Enterprises’ Overseas Operational Pain Points

During the core session “Thematic Dialogue: Full-Chain Global Expansion Supported by Professional Services”, participants conducted in-depth exchanges on key challenges for overseas market entry, including financing, legal compliance, product certification, brand building and digital transformation.

Yiu Tsz-fai, Vice President of CGCC, moderated the dialogue. Shanghai-based enterprises shared real-world overseas operation cases, while Hong Kong professional institutions including Deloitte China and Allen & Overy responded to corporate demands and proposed collaborative frameworks combining government guidance, market operations and professional empowerment.

The event also unveiled partners of the Shanghai Enterprises Global Cooperation Alliance, a memorandum of understanding on cross-border financial services, and multiple Shanghai-Hong Kong investment cooperation projects, marking deeper pragmatic collaboration between the two cities to support enterprises expanding overseas.
